Yes, with the right tag and design. On-metal tags use a spacer or ground plane so the metal becomes part of the antenna rather than detuning it.

Through a combination of physical design and software logic: antenna polarisation and shielding to shape the read field, power tuning, and direction-of-travel detection in the middleware so an item is only counted when it genuinely crosses the portal.
